The main difference is that the 9x23 is a rimless tapered case that has the base beefed up. The 9x23 winchester was stolen by Winchester and they changed it a bit in the dimensions.

Comfortable to shoot and usually quite accurate but not a high demand platform. Surplused guns seem to run from $180 to $250 depending on finish. I only sold it when I got out of 9X23 Winchester to go into 10mm Automatic! I really liked 9X23 Winchester but what I really liked was the speed and power of the 9X23 Winchester.

Think of it like the old .38acp vs .38 Super or .38 Special vs the hot .38-44 Outdoorsman (pre .357mag). I can't tell from this whether it's Luger or Steyr, and from what I've read on other forums, it seems to make a difference.
